€1bn Exclusive License Outlines 2027 Market Launch

The new framework for the Finland lottery market will officially launch on July 1, 2027. While Veikkaus fully supports the transition and will open its betting and online casino operations to competition, the state-owned company will retain exclusive rights to its core lottery products and physical gaming operations.

To maintain this monopoly over lottery draws, scratch cards, and retail machines, Veikkaus must pay a market-based compensation fee of roughly €1bn. The payment covers a decade-long exclusive license, with a significant portion of the total expected to be paid on a front-loaded basis by the end of 2026.

Digital Lottery Sales Drive H1 Financial Growth

The operator’s financial performance improved year-over-year, with total sales revenue increasing from €466.4m to €471.3m during the six months ending June 30. Net profit for the period climbed 2% year-over-year, reaching €234.2m compared to €229.6m in the first half of 2025.

Digital channels served as the primary growth engine, accounting for 64.5% of the company's gross gaming revenue after a 3.6% year-over-year increase. Physical point-of-sale retail generated the remaining 35.5% of revenue across the operator's 2,672,000 registered accounts.

Lottery and land-based gaming gross gaming revenue stabilized at €317.9m, up slightly from €317.5m in the previous year. Within this segment, digital revenue from online lottery games experienced substantial growth, rising by 9.1% year-over-year. Betting and iCasino operations also saw gross gaming revenue increase to €151.6m, up from €146.5m, with digital-only revenue in those categories growing by 5% year-over-year.

Fennica Gaming Expands International B2B Lottery Operations

Fennica Gaming, the international lottery and gaming business-to-business subsidiary of Veikkaus Group, recorded rapid expansion during the first half of the year. The subsidiary generated an 80.6% revenue surge, reaching €10.3m compared to €5.7m in the first half of 2025.

This exponential growth followed major strategic activations in key global jurisdictions, including the Italy lottery market, which represents one of Europe's largest. The activations in Canada provide early opportunities as various provinces slowly begin to consider iGaming regulations.

Fennica Gaming has also strengthened its market presence across the Germany lottery market, Mexico, the Czech Republic, and Iceland. The subsidiary now supplies games to 21 markets across three continents, aligning directly with Veikkaus’ long-term strategic ambition to establish itself as a highly competitive international gambling company by the end of 2030.
